A page in the Roll of Honour in St. Bartholomew's Church, Newbiggin-by-the-Sea states that he was born in Prudhoe in 1886. His parents were Thomas and Hannah Blackburn who moved to 4 Vernon Place, Newbiggin-by-the-Sea.

James married Margaret Ann Blackburn.

Soldiers Died in the Great War states that he was born and enlisted in Prudhoe and lived at West Wylam.

James Blackburn is remembered in Prudhoe on P19.01 and P19.02 and in Newbiggin-by-the-Sea on N10.03 and N10.14 and possibly on N10.06
