Arthur was born at Newcastle upon Tyne in the fourth quarter of 1903, the son of Edward and Martha of Newcastle. Arthur married Rose Ann (nee Stephenson) in the first quarter of 1928 at Newcastle.

He was attested for the Royal Artillery in 1941 and served with 276th Battery, 67th Light A.A. Regiment. Arthur was discharged on 12th February 1943 under King’s Regulations 40, Para.390 (xvi). He is commemorated upon the Army Roll of Honour 1939-1945.
