Francis James Tinkler was born on the 13th September 1909 at 55 Ferndale Avenue, Wallsend, Newcastle-upon-Tyne, one of three children to Arthur Tinkler, [born 10th May 1876, at Stanhope, baptised 2nd July 1876, died 27th May 1955], and his wife Mary Louise nee Cockburn, Tinkler,, born 13th May 1884, died 1920, (the daughter of Mary Cockburn), they were married in 1906. The other children were Mary Irene Tinkler, born 1908 and Arthur Kenneth Tinkler, born 12th February 1920, died 1984. His father was a Hatter and Men's outfitter.

In 1901, Arthur was boarding at 25 Grange Road West, Jarrow, by the time he got married he was residing with his family at 55 Ferndale Avenue, Wallsend. In 1939 the family were residing at 6 Park View, Wallsend, Francis was Mens's outfitter, helping his father at the shop.

Francis James Tinkler joined the Royal Air Force Volunteer Reserve after 1939. His service number was 1017653. Francis married a Phyllis nee Price, {born 20th February 1920} in December 1942.
