Robert Owen was born at Newcastle upon Tyne in the first quarter of 1894, the son of Elizabeth Arm King (nee Oakes) and the late Owen. He lived with his mother, a retired schoolmistress at 31 Victoria Street, Elswick.

He joined the Royal Navy as a Boy II rating in July 1909 and his first posting was on H.M.S. Ganges.

He joined H.M.S. Paladin in June 1916 and remained on board until his transfer to Royal Naval Hospital, Chatham in October 1917. Robert was aged 25 when he died.
