The son of Herbert Lumley Banks and of Annie Banks (nee Jones) and the husband of Annie Sibbald Banks, of Hebburn, Co. Durham.

The Berwickshire News and General Advertiser 05/12/1939 reports:-
A Newcastle ship, the Sheaf Crest (2,730 tons), was mined off the South East Coast. Her crew are safe, but the Master, Captain Herbert Lumley Banks of Hebburn, is missing.
