Francis Herbert was born on 26th January 1871 at Torpoint, Cornwall. He was the husband of Emma Ellen Bartlett (formerly Reynolds nee Steer), whom he married in the first quarter of 1893, at Stoke Demeril. Emma was living at 6 Cottage Street, Guernsey, Channel Islands. Francis died at home.

The Shields Daily News 10/09/1914 reports:-
The internment took place at Elswick Cemetery yesterday of the remains of Francis Henry Reynolds, who had been armourer of H.M.S. Calliope during the past twelve months. The interment took place with naval honours. At the conclusion the religious service, conducted by the Rev Walter Floyd, Wesleyan minister, three volleys were fired over the grave, and “The Last Post” sounded. Deceased was only 42 years of age.
