James was born in the second quarter of 1883 at Newcastle upon Tyne. He married Isabella Milburn Herron in the fourth quarter of 1908 at Newcastle and they lived at 3 Swan Street, Newcastle.
James enlisted at Newcastle with 43rd Broad Gauge Railway Operating Company, Royal Engineers and was formerly (891, Acting Sergeant, Northumberland Fusiliers). He died on 17 October 1917.
